Safe Personal Laboratory Rules

  1. The room should be kept neat, quiet and serious, smoking is strictly prohibited, and no unrelated personnel should be brought into the laboratory without the approval of the supervisor.

  2. Laboratory personnel entering the laboratory for the first time, should receive laboratory safety education. All experiments must be conducted in accordance with the operating procedures. All dangerous experiments must be carried out under the supervision of the laboratory director (or teacher) and must not be operated at will. Experimenters are not allowed to leave their posts without permission. The electric stove, alcohol lamps and other open flames being used should be closely guarded, the electric stove shall not be used for private purposes.

  3. The laboratory should conscientiously implement the rules and regulations of Tsinghua University, such as the Rules for the Implementation of Laboratory Safety Access, the Rules for the Implementation of Laboratory Electricity Safety Management of Tsinghua University, and the Rules for Laboratory Safety Management.

  4. The laboratory should be equipped with the appropriate types and quantities of fire-fighting equipment and facilities, managed by a dedicated person, so that they are kept in good standby condition, found shortages or missing effect immediately reported to the security department, to be supplemented or replaced. Laboratory staff should master the basic fire-fighting methods, will use the equipped fire-fighting equipment and fire-fighting facilities, and can take appropriate fire-fighting measures according to the different reasons for the fire.

  5. All instruments, articles, utilities, door locks, gases, etc. in the laboratory should implement the responsible system of safety management. Do a good job of fire prevention, explosion-proof, dustproof, anti-corrosion and anti-theft work. The equipment, goods, consumption, recycling, storage, borrowing, scrapping, etc. are required to go through the formalities, the establishment of accounts and cards. Any instrument is not allowed to take out the laboratory privately, outside units borrowed by the relevant department leaders agreed to and borrowing procedures.

  6. The laboratory must be intact and tight, and the door lock is effective. No one is allowed to have a private laboratory key. Without the approval of the leader, the laboratory keys shall not be transferred to others.

  7. Laboratory power supply lines should be laid by professional electricians, the effective implementation of the safety of electricity regulations, prohibit the private connection of power, the line load shall not be enlarged or overloaded without authorization. Power supply, lighting, ventilation and other facilities should be frequently overhauled to keep intact, and problems found in a timely manner. The aisles should not be stacked with miscellaneous objects to keep them clear.

  8. To carry out dangerous experiments, to do experiments at night or overtime on holidays, and to accept outside subjects and personnel to do experiments in the laboratory should be reported in advance and be approved before proceeding.

  9. When safety hazards or accident cases are found, laboratory personnel are obliged to take timely and effective measures to prevent the development of the situation, try to avoid or reduce losses, need to protect the scene, and assist in organizing the investigation and treatment. At the same time, they should promptly report truthfully to the director of the room or higher authorities, and should not conceal.

  10. The laboratory must establish a safety duty system, at the end of the day, security checks must be carried out, the power supply, water, gas and doors and windows must be turned off, extinguish the source of fire, lock the door.


Student Experimental Regulations and Habits

  1. Observe all rules and regulations of the laboratory, follow the instructor's instructions, and keep the laboratory neat and quiet.

  2. Before the experiment must be carefully pre-study, clear experimental purposes, principles and methods, familiar with the performance of instruments and equipment and operating procedures, prepare for the experiment.

  3. Strictly abide by the operating procedures, observe carefully when the experiment is in progress, keep detailed records, pay attention to safety, and do not leave your post without the approval of the teacher.

  4. Care for instruments and equipment, save water, electricity, gas and laboratory equipment, damage to equipment and equipment, to report, register, and compensate according to the chapter.

  5. After the experiment, students should be promptly cut off the water, electricity, gas sources, check the instruments and equipment tools and materials, and do a good job of laboratory organization, health work.


Safety Checking Schedule and Policy

  1. The main content of the laboratory safety inspection is the security and safety hazards, loopholes and water, electricity, gas, chemical hazards and other unsafe factors. Effectively do a good job of fire prevention, explosion-proof, anti-drug, anti-theft-oriented security checks.

  2. In addition to irregular inspections, laboratories must be inspected daily by the staff on duty, weekly by the room director, monthly by the center, and quarterly by the school in conjunction with winter and summer vacations and major holidays.

  3. Laboratory Chemical Hazardous Materials Management Policy

  1. Strictly enforcing the Rules for the Implementation of the Regulations on Security and Safety Work, the Laboratory Safety Management System and the Fire Work Management System.

  2. For flammable, explosive, highly toxic, radioactive and other dangerous goods shall strengthen the management, safe storage, responsibility to the person, and a person responsible for this management.

  3. For the order of highly toxic, narcotic and radioactive substances, an application report must be submitted by the using unit, stating the name, specification, quantity and usage, reviewed and signed by the unit or subject leader, and submitted in triplicate to the Supply Section for unified processing.

  4. The entry and exit of highly toxic, narcotic and radioactive substances must be correctly measured and recorded, and strictly kept.

  5. General dangerous goods (except for highly toxic, narcotic and radioactive substances) should not exceed three days of possession.

  6. The receipt of highly toxic, narcotic and radioactive substances must be approved by the person in charge, issued in limited quantities (not to exceed the daily dosage), signed by two persons and received by two persons.

  7. The use of highly toxic, narcotic and radioactive substances should be strictly controlled and supervised, and the necessary safety and protection measures should be taken. The quantity of the collection, use, leftover, waste and consumption must be recorded in detail. Used containers, deteriorated materials, waste solution residue, should be properly disposed of, strictly forbidden to throw at will. The leftover items must be stored in special metal cabinets and strictly implement the double-lock storage system, no one is allowed to take such items out of the laboratory.

  8. In principle, students are not allowed to use highly toxic substances in their experiments. Indeed, the use of highly toxic substances must be used for teaching and other needs, the instructor must be present to guide, check the use of the situation, and strictly review the use of records. Students are strictly prohibited from conducting experiments alone, and it is strictly prohibited to take highly toxic substances out of the laboratory. After the experiment, the residue of highly toxic substances must be properly disposed of and stored, and is strictly prohibited to dump.

  9. General dangerous goods price allocation outside the unit, must be approved by the infrastructure logistics office, highly toxic, narcotics should be reported to the president in charge of the approval, and by the school security department and the local public security department for the record agreed.
